What begins as a movement of restoration, unity, and public meaning slowly evolves into a terrifying mythological transformation of Gotham itself, as politicians, media figures, grieving citizens, corporate planners, and loyal followers become trapped between democracy, devotion, and the seductive promise of order. Across two seasons, the series follows the rise and fall of Maxie Zeus during the final years of normal Gotham, while Jack Ryder, Silver St. Cloud, Elias Marrow, and the city’s remaining power players struggle to stop Gotham from surrendering its soul before the coming birth of something colder, taller, and irreversible.
