In a half-forgotten Robinson Park on the edge of Neo-Gotham’s redevelopment, failed middle-aged civilian Charles “Chuck” Brown loses his son, Charles Brown Jr., in a staged act of violence tied to corrupt landholder Joseph Coyne. Broken by grief and humiliated by the city, Chuck creates the ridiculous Kite Man identity as a desperate attempt to make his son’s death impossible to ignore. As Lisa Snart manipulates his pain, Buddy Standler turns him into a viral joke, and Paul Dekker distorts public truth through visual propaganda, Chuck slowly becomes a tragic symbol for Gotham’s forgotten people — a man laughed into existence by a city that refuses to see him.
