Soren Kael

THE MAIN VILLAIN..? Soren holds the position of Calibrator—the person responsible for the long-term stability of Block-1. In practice, he decides which sectors need tightening, which corridors must be reconfigured at night, and what level of fear and uncertainty is "healthy" for the city’s organism. Most residents are completely unaware of his existence. Those who do know about him almost never see him. Kael believes that Block-1 is the only viable form of human coexistence left. In his view, open spaces, the color green, and individual freedom led to the collapse of everything that once held meaning. Concrete, restricted movement, and a collective consciousness are not a prison—they are salvation. It is a regulatory mechanism. Unlike Reese, who tries to negotiate with the city, and Mason, who seeks the truth, Kael sustains the city.
