Born in 1958, Lakhdar Belloumi had a somewhat unusual football career; he won the African Footballer of the Year award in 1981 and played in the 1982 World Cup. He was ranked the fourth-best African player of the 20th century—behind Weah, Roger Milla, and Abedi Pele—yet he never left the Algerian league, despite receiving offers from Barcelona, Real Madrid, and Bayern Munich, playing exclusively for MC Oran and Ghali Mascara in Algeria.
